SKOWHEGAN — A local man who seriously injured a woman outside her Bingham residence in November after running her over with a vehicle will serve at least three-and-half years in prison as part of a plea deal.
Ryan Paul Mann, 43, of Skowhegan, had been set to face trial in late June in connection with charges of aggravated assault, reckless conduct with a dangerous weapon, aggravated driving to endanger and aggravated leaving the scene of a motor vehicle accident.
Mann instead changed his plea to guilty on June 24, two days before the trial was scheduled to begin, according to court records. He was sentenced in Somerset County Unified Criminal Court in Skowhegan on Monday, July 8.
For the first three counts, Mann was sentenced to eight years in state prison, with all but 42 months suspended, and three years of probation, court records show. The last count, leaving the scene of the accident, was dismissed by prosecutors.
Mann will serve the sentence consecutive to a 2022 domestic violence conviction, for which he was out of prison on probation, according to court documents. That conviction carried a sentence of five years in prison, with all but five months suspended, and two years of probation.
Mann turned himself in to jail several hours after the Nov. 18 incident after a Somerset County sheriff’s deputy convinced him to do so, police said at the time. He was indicted on the charges by a Somerset County grand jury in February.
Mann went to the home of a man and woman he knew in Bingham around 3 a.m. after his girlfriend kicked him out, according to the sheriff’s office and a sentencing memo filed in court by prosecutors. The couple, who were asleep, woke up to find Mann intoxicated and urinating on their furniture.
After a physical altercation, Mann left the residence and returned to his vehicle. The couple attempted to stop Mann from driving because he appeared intoxicated, police said.
The woman opened the passenger side door of Mann’s vehicle. Mann then put the vehicle in reverse and accelerated, dragging her under the vehicle and stopping with the front right tire on top of her stomach and hips. The Morning Sentinel does not identify victims of violent crimes without their consent.
Mann fled the scene, while the woman was taken to Redington-Fairview General Hospital in Skowhegan for treatment. A doctor determined the woman had four fractures to her pelvis, among other injuries.
Mann later told investigators that the man and woman assaulted him and tried to steal his money. He said that he did not see the woman next to his vehicle because she was in a blind spot.
Mann has a lengthy criminal history that includes 20 previous convictions, according to the prosecution’s sentencing memo, written by First Assistant District Attorney Timothy Snyder. In a 2017 incident, Mann ran over his girlfriend under similar circumstances, leading her to be taken to a hospital by a LifeFlight of Maine helicopter, Snyder wrote.
For that charge, domestic violence reckless conduct, Mann was sentenced in Somerset County criminal court to three years in prison, with all but 60 days suspended, and two years of probation. Mann was also ordered to pay $35,000 in restitution.
